However, they do not necessarily have to be the ones that are doing the work. That is because some people have to take on electrical jobs while working towards their certification. Or, an electrician could just want to show a friend or family member how to do it.

Electricians should have some sort of certification to do legal electrical work in the state of California. If they do not have this, then they should be working with a certified electrician at a minimum. They do this by building up credit hours towards that certification over the course of a few years.
