Hazard Communication Program

Employers that have asbestos in their workplaces are required by the OSHA Hazard Communication Standard to implement a hazard communication program. The program must include labels on anything containing asbestos, SDSs for asbestos, and training for workers. Each employer must also describe in a written program how the employer will meet the requirements of the OSHA Hazard Communication Standard in each of these areas.

At a minimum, a written hazard communication plan must include the following:

  • A list that identifies all potential exposure to asbestos
  • The SDSs or information on how to access the SDSs for asbestos
  • The designated person responsible for obtaining and maintaining the SDSs
  • Procedures to follow when the SDS is not immediately available
  • Procedures for updating the SDS when new and significant health information is found
  • Procedures to verify that all ACM and PACM are properly labeled
  • Procedures to follow if a label is defaced or missing
  • Procedures for informing subcontractors and outside contractors of the hazard communication program
  • Procedures for reporting accidental exposure to asbestos
  • Training requirements for employees, including the following topics:
    • The OSHA Hazard Communication Standard
    • How to understand and interpret the information on labels and SDSs
    • Container labeling
    • Proper recognition and handling of ACM and PACM
    • Proper use and location of safety equipment and PPE
    • Methods and observations that can be used to detect the presence of asbestos
    • Emergency response and evacuation procedures
