Applicable Requlations - General Industry Safety Order 3664
General Industry Safety Order (GISO) 3664 outlines guidelines for the safe use of industrial trucks, including tractors, haulage vehicles, and earthmoving equipment.
GISO 3664 requires that all vehicles manufactured after October 25, 1976, include ROPS, with exceptions granted for specific equipment, as follows:
- Low profile tractors used in orchards, vineyards, or hop yards, or inside a farm building or greenhouse where the vertical clearance is insufficient
- Tractors used with mounted equipment that is incompatible with ROPS
- Tractors operated as stationary power and pumping units
Operators should use ROPS for protection where there is a hazard due to falling or rolling objects.
On wheel-type agricultural tractors, track-type agricultural tractors, and all industrial tractors ROPS must meet test and performance requirements, with exceptions granted for scenarios such as the following:
- ROPS with a California State Approval Number label
- ROPS designed by a registered professional
- ROPS designed and tested to meet the requirements outlined by the American Society of Agricultural Engineers (ASAE) or SAE International, a premier world resource for the design, manufacturing, operation, and maintenance of automobiles, aircraft, space vehicles, and off-highway vehicles.
ROPS must bear labels including information such as:
- Manufacturer's or fabricator's name and address
- ROPS model number, if any
- Tractor makes, models, or series numbers that the structure is designed to fit
- A statement of compliance with the appropriate ASAE Standard or SAE Recommended Practice
Labels can be stamped plates or other permanently attached means of identification, and they cannot be obscured, obliterated, or changed.
An operator's station must be treated to minimize injury to the operator. In case of an upset, secure areas of the tractor to prevent spillage or leakage, including parts such as the following:
- Batteries
- Fuel tanks
- Oil reservoirs
- Coolant systems
When ROPS are removed, they must be remounted.
