Contractors
Many categories of contract labor may be present at a facility. Typically, such workers operate the facility or do only a particular aspect of a job because they have specialized knowledge or skills. Others may work for short periods when there is need for increased staff. The Cal/OSHA process safety management standard includes special provisions for contractors and their employees to ensure that everyone is vigilant to avoid endangering those working nearby who may work for another employer.
A facility's PSM program, therefore, must apply to contractors performing maintenance or repair, turnaround, major renovation, or specialty work on or adjacent to a covered process. It does not apply, however, to contractors who provide incidental services that do not influence process safety, such as the following:
- Janitorial service
- Food and drink service
- Laundry service
- Delivery service
- Other supply services
