Employee Participation

Employee participation is necessary for a PSM program to be effective. In fact, their participation is required under the Cal/OSHA process safety management standard. Employers must develop a written plan of action to implement the employee participation required by the PSM standard. The following are some ways that employers can ensure employee participation in the creation and implementation of a PSM program:

• Employers must consult with employees and their representatives on the conduct and development of process hazard analyses and other elements of process management.
• Employers must provide employees and their representatives with access to process hazard analyses and all other information required to be developed by the standard.
