Training
Training encompasses initial training, refresher training, and training documentation.
Initial Training
Every employee currently involved in operating a process or a newly assigned process must be trained in an overview of the process and its operating procedures. The training must include the following:
- Specific safety and health hazards of the process
- Emergency operations, including shutdown and other safe work practices that apply to the employee's job tasks
Employees already involved in operating a process on the effective date of the PSM program do not need to be given initial training. Instead, the employer may certify in writing that the employees are equipped with the necessary knowledge and skills to safely carry out the duties and responsibilities specified in the operating procedures.
Refresher Training
The employer must provide refresher training at least every three years, or more often if necessary, to each employee involved in operating a process. This refresher training ensures that the employee understands and adheres to the current operating procedures of the process.
Training Documentation
The employer must determine whether each employee operating a process has received and understood the training required by the Cal/OSHA process safety management standard. The employer must keep a record for each employee, with the following information:
- Identity of the employee
- Date of training
- Method the employer used to verify that the employee understood the training
