Certain types of wastes that are disposed of in land disposal units fall under special RCRA regulations. Standards are provided for contaminated soil, debris, and lab pack wastes. These special rules are necessary because the components of the waste are not, in and of themselves, hazardous waste. Nevertheless, the components must be managed as hazardous waste when they contain or are contaminated with hazardous waste.
