Compliance for Used Oil Processors and Re-refiners
Facilities that process or re-refine used oils are subject to specific regulations. These facilities process oil - subject it to activities that change the chemical or physical condition of the used oil - so that it can be burned for energy recovery or reused.
To comply with the RCRA regulations, used oil processors and re-refiners must do all of the following:
- Get an EPA ID.
- Check that the used oil is not a hazardous waste and is under the 1,000 parts per million halogen standard of the rebuttable presumption.
- Track all shipments of used oil that are accepted and delivered.
- Maintain operating records.
- Submit biannual reports that detail the amount of used oil processed or re-refined and the processes used.
- Develop written plans describing the procedures that are used to sample used oil.
