Storage Requirements & Facility Standards

The used oil storage requirements for used oil generators apply to used oil processors and re-refiners, as well. In addition, used oil processors and re-refiners must do the following:

• Equip containers and above-ground tanks with secondary containment systems.
• Decontaminate above-ground tanks and containers at closure.
• Perform closure and post-closure care that is appropriate for hazardous waste landfills in areas where the soils contaminated by above-ground tanks cannot be decontaminated or removed.

Used oil processors and re-refiners also must comply with general facility standards related to preparedness and prevention. They are the same standards with which hazardous waste management facilities must comply (refer to 40 CFR 265). The regulations are designed to ensure that used oil processing and re-refining facilities have contingency plans and emergency procedures.
