Closing a Facility

When a facility is closed permanently, the owner or operator must make sure that the closure is properly executed (refer to 40 CFR 264.110 through 264.120). The hazardous waste that is or was once present must no longer pose a danger to the environment or to human health. In addition, a written "closure plan" must be in place for the facility. The post-closure plan must include the following items:

• A description of how the groundwater will be monitored during the post-closure period
• A description of how the facility will be maintained during the post-closure period
• The name, address, and telephone number of the facility contact person or office

Typically, the post-closure period lasts for 30 years from the date that the facility stopped operations and closed. The owner or operator must submit the closure plan with the post-closure permit application.
