CQA Program
Special construction rules apply for all surface impoundment units, waste pile units, and landfill units that must comply with various provisions in these regulations, including 40 CFR 264.221, 264.251, and 264.301. The owners and operators of these regulated units must develop and implement a written construction quality assurance (CQA) program under the direction of a registered professional engineer. The CQA program makes sure that all construction meets or surpasses the criteria and specifications in the permits. It must address the following components, where applicable:
- Foundations
- Dikes
- Low-permeability soil liners
- Flexible membrane liners
- Leachate collection and removal systems
- Leak detection systems
- Final cover systems
The CQA program must include observations, inspections, tests, and measurements sufficient to ensure the following:
- Structural stability and integrity of all components and materials
- Proper construction and installation of all components
- Conformity of all materials used with design specifications
