Security Requirements

To protect people and livestock from harm, the owner or operator of a TSDF is required to take certain security measures designed to prevent accidental or unauthorized entry into the facility, as follows:

  • The facility entry points must be guarded around-the-clock, either by surveillance cameras or by facility personnel.
  • The area must be protected by a fence or a natural barrier, or a combination of manmade or natural barriers. This barrier must completely surround the facility.
  • The owners or operators of the TSDF must post signs that state "Danger - Unauthorized Personnel Keep Out" at each entry point to an active area within the facility.

The only exceptions to the security rules are when the owner or operator of the TSDF can demonstrate that contact with the buildings, equipment, and the waste itself will not injure a person or an animal, and that any disturbance caused by an entry will not put the facility in violation of the RCRA regulations.
