Training TSDF Workers

Anyone who works with hazardous wastes at a TSDF must be trained to do his or her job safely. This training must focus on how to perform the duties needed to make sure the facility complies with the RCRA requirements. The program must be directed by someone who has been trained in hazardous waste management procedures, and it must include instruction that teaches procedures that are applicable to an employee's job role.

An important focus of this training is the effective response to emergencies. The emergency training should include at least the following:

  • Procedures for using, repairing, replacing, and inspecting emergency and monitoring equipment
  • Key parameters for automatic waste feed cut-off systems
  • Response to fire or explosions
  • Response to groundwater contamination incidents
  • Shutdown of operations

All personnel must complete this training before working in unsupervised positions. Training must occur within six months of an employee's date of assignment to the facility or assignment to a new position within the facility. All facility personnel must be given an annual review of the material.

It is the responsibility of the facility operator or owner to maintain various employment and training-related records.
