Handlers of universal waste refers to a broad category of individuals involved in the generation or creation of universal waste, or the receiving, accumulation, and distribution of universal waste from others.

Universal Waste Rule was developed by the EPA to encourage generators of universal waste to recycle through the use of proper disposal methods for certain "universal wastes" by easing the requirements for their transport, storage, and accumulation.

Universal waste transporters are people who transport the universal waste from small- and large-quantity handlers to another location.

Universal wastes are commonly recycled hazardous wastes that are generated by many different people in many different settings. The four categories of universal wastes are batteries, recalled or unused pesticides, mercury-containing equipment (such as thermostats), and lamps (such as fluorescent bulbs).
