The Universal Waste Rule
The RCRA's Universal Waste Rule was developed in 1995 under RCRA provision 40 CFR 273. The Universal Waste Rule is designed to accomplish the following:
- Encourage generators of universal waste to use recycling and proper disposal methods that protect the safety of human health and the environment
- Ease the burden of complying with hazardous waste regulations for small-quantity generators
- Reduce the amount of hazardous waste that ends up being combusted or deposited in municipal landfills
The Universal Waste Rules provides a more relaxed approach to managing hazardous waste. Individuals and businesses benefit from the rule, because of reduced requirements related to transporting and storing hazardous wastes, recordkeeping, employee training, emergency response, and other hazardous waste management tasks.
