Storing Used Oil Transfer Facilities

Used oil transfer facilities are areas where oil may be held for more than 24 hours during the normal course of transportation, but no longer than 35 days. Transfer facilities may include the following:

  • Loading docks
  • Parking areas
  • Storage areas

When a transfer facility stores used oil for more than 35 days, the facility becomes subject to the same regulations that apply to used oil processors and re-refiners (refer to 40 CFR, Subpart F).

Transfer facilities must store used oil in containers and tanks that are in good condition and not leaking. The containers that hold the used oil must be stored in a secondary containment system. Secondary containment systems must consist of, at a minimum, dikes, berms, or retaining walls; and a floor, or something equivalent. The secondary containment system must be impervious, so that it prevents spilled used oil from entering the soil, groundwater, or surface water. All containers and above-ground tanks must be labeled with the words "Used Oil."
