Universal Wastes
Universal wastes are hazardous wastes that are generated by so many people in so many different settings that the EPA considers them to be "universal." This category of hazardous wastes includes the following:
- Batteries (other than lead-acid batteries, in some cases)
- Pesticides (including recalled and unused pesticides)
- Mercury-containing equipment (such as thermostats)
- Lamps (such as fluorescent bulbs)
The RCRA regulations pertaining to these wastes are known as the "Universal Waste Rule." The Universal Waste Rule establishes a more relaxed approach to managing these hazardous wastes. The goal of this approach is to encourage people to use recycling and proper disposal methods for these wastes. Plus, the rule makes it easier for small-quantity generators to comply with the RCRA regulations. Most important, the Universal Waste Rule reduces the amount of hazardous waste that ends up being burned or dumped in municipal landfills. Later in this course, we will dedicate an entire unit to the discussion of the RCRA regulations for universal waste.
