Printing the Manifest
A generator, or any other entity that obtains a manifest, is considered to be the "registrant" of the manifest. Registrants must adhere to strict guidelines when printing, distributing, and using the manifest.
When printing the manifest, or having someone else print it, the registrant must do the following:
- Obtain approval of the manifest by the EPA Director of the Office of Resource Conservation and Recovery
- Ensure that all parties identified in the manifest are in compliance with the regulations outlined in section 40 CFR 262.21
- Assume responsibility for assigning manifest tracking numbers to all of its manifests
To obtain approval of the manifest, the registrant must include the following items on the initial application to the EPA director:
- The name and mailing address of the registrant
- The name, telephone number, and email address of the contact person
- A brief description of the registrant's government or business activity
- The registrant's EPA identification number, if applicable
- A description of the scope of the operations to which the manifest pertains; this description requires specific information described in 40 CFR 262.21(b)(5)
- A brief description of the qualifications of the company that will print the manifest
- A proposed unique three-letter manifest tracking number suffix
- A certification signed by an authorized employee of the registrant stating the entities listed in the application will comply to the requirements of section 40 CFR 262.21 (the requirements even specify such details as the ink color and the weight of paper for the manifest)
