Transport Recordkeeping

The recordkeeping rules focus on ensuring that documentation is available for each hazardous waste shipment throughout the transportation process. The transporters must meet the following requirements:

  • Sign and date the manifest or shipping document acknowledging that the hazardous waste has been received from the shipper
  • Maintain the manifest document during shipment
  • Acquire a signed and dated acknowledgment that the hazardous waste has been delivered to the destination listed on the manifest

When a transporter cannot deliver the shipment to the designated destination, he or she must contact the generator for further instructions. The manifest must then be revised to match any changes needed to ensure the completion of the delivery.

The transporter must keep a copy of the manifest for at least three years from the date the hazardous waste was accepted by the initial transporter. This copy must show the signatures of the generator, the transporter, and the next designated recipient (which may be either another transporter or a TSDF owner).
