The Permit Application

There are two parts to an RCRA Hazardous Waste Permit Application, which are referred to as "Part A" and "Part B."

Part A

Part A is an EPA-issued form that includes both the RCRA Subtitle C Site Identification Form and the Hazardous Waste Permit Information Form. It also includes, maps, drawings, photographs, and other information required by the regulations. (A link to the form is provided under Additional Resources at the end of this unit.)

Part B

Part B is not guided by a specific form, but instead is submitted in a narrative form. For example, the information provided under Part B may include the following information:

  • A general description of the facility
  • Chemical and physical descriptions of the waste to be handled at the facility
  • Descriptions of processes related to the material handling functions

Specific Part B information must be included for different types of TSDFs. For example, owners and operators of facilities that store or treat hazardous waste in waste piles must provide the information required under 40 CFR 270.18. This is in addition to the general information required for all facilities. In summary, successful completion of Part B requires familiarity and evidence of planned compliance with all pertinent aspects of the RCRA regulations.
