Standardized Permits

In 2005, new rules for RCRA standardized permits were issued (refer to 40 CFR 267). These rules focus on simplifying administrative processes and streamlining the renewal and modification procedures for specific types of TSDFs. Two specific types of hazardous waste TSDFs qualify for this permit, as follows:

  • A facility that generates hazardous waste and then stores or non-thermally (for example, the facility does not use combustion) treats the waste on-site in containers, tanks, or containment buildings.
  • A facility that receives hazardous waste generated by another facility under the same ownership and then stores or non-thermally treats the waste on-site in containers, tanks, or containment buildings.

A facility that qualifies for a standardized permit may apply for one, even if non-qualifying hazardous waste management activities are occurring at the same facility. A qualifying facility with an existing RCRA permit may request to have that permit revoked and a standardized permit issued in its place.
