Applicability & General Operating Regulations
The RCRA regulations establish minimum national standards for the management of hazardous waste by owners and operators of TSDFs, which are facilities that treat, store, or dispose of hazardous waste (refer to 40 CFR 264).
The OSHA rules are included in the Hazardous Waste Operations and Emergency Response Standard (referred to as HAZWOPER). RCRA regulations focus on environmental protection, while the OSHA regulations are designed to protect workers. It is important to note that although RCRA regulations are similar to OSHA regulations, both sets of regulations must be fully met by owners and operators of TSDFs.
