Construction Quality Assurance Program Requirements
The CQA program requires owners and operators of TSDFs to do the following:
- Identify all applicable units and how they will be constructed
- Identify key personnel involved in the development and implementation of the CQA plan
- Identify the qualifications of the key personnel involved
The CQA plan must include descriptions of how the following procedures are performed at the facility:
- Inspection and sampling methods, and their frequency
- Data evaluation procedures
- Acceptance and rejection criteria for materials
- Plans for corrective measures
Finally, the CQA program must include observations, inspections, tests, and measurements sufficient to ensure the following:
- Structural stability and integrity of all components and materials
- Proper construction and installation of all components
- Conformity of all materials used with design specifications
