Construction Quality Assurance Program Requirements

The CQA program requires owners and operators of TSDFs to do the following:

  • Identify all applicable units and how they will be constructed
  • Identify key personnel involved in the development and implementation of the CQA plan
  • Identify the qualifications of the key personnel involved

The CQA plan must include descriptions of how the following procedures are performed at the facility:

  • Inspection and sampling methods, and their frequency
  • Data evaluation procedures
  • Acceptance and rejection criteria for materials
  • Plans for corrective measures

Finally, the CQA program must include observations, inspections, tests, and measurements sufficient to ensure the following:

  • Structural stability and integrity of all components and materials
  • Proper construction and installation of all components
  • Conformity of all materials used with design specifications
