Waste Analysis

Before any hazardous waste is treated, stored, or disposed of, the facility owner or operator must have a representative sample of the waste analyzed. The analysis must contain all of the information that the facility needs to know in order to properly handle the waste. In addition, the analysis must be repeated whenever the facility owner or operator becomes aware that there has been a change in the process that produces the waste; or when the owner or operator learns that a change in the makeup of the waste has been detected. In addition, the owner or operator must ensure that each hazardous waste shipment received at the facility matches the waste described on the accompanying paperwork (that is, the manifest). The facility must have a specific written plan outlining how the requirements for general waste analysis will be carried out. Note, too, that the owner or operator of the facility must submit this plan with Part B of its permit application for handling the waste.
