Air Emission Standards
Many of the RCRA provisions address the contamination of soil or groundwater. Hazardous waste may also contaminate the air. Toxic chemicals may escape into the air during the generation, transportation, storage, or disposal of hazardous waste. Volatile organic compounds (VOCs) (for example, chlorofluorocarbons, formaldehyde, and benzene) evaporate easily. Some of the VOCs, such as benzene, are known human carcinogens. The RCRA regulations require certain hazardous waste operations and facilities to comply with regulations designed to protect air quality (refer to 40 CFR 264, Subparts AA). The objective of the regulations and the controls imposed is to reduce the emission of hazardous components into the air.
Owners and operators of TSDFs must comply with three sets of air emission standards, as follows:
- Process vents
- Equipment leaks
- Tanks, surface impoundments, and containers
