Special Considerations - Control of Organic Emissions
Certain special considerations apply in some situations, as follows:
- The carbon monoxide standard requires that the stack gas concentration of carbon monoxide be monitored in BIFs used for burning hazardous waste.
- Owners and operators of industrial furnaces must comply with hydrocarbon limits (unless the hazardous waste feed is used to produce an ingredient, for example in a manufacturing process)
- Owners and operators of certain BIFs must conduct on-site risk assessments to ensure that individuals exposed to dioxin-based compounds are not facing a greater lifetime risk of developing cancer.
- The by-pass duct of cement kilns must be monitored for carbon monoxide and hydrocarbons.
In all cases, it is important that individuals or owners and operators of facilities that process hazardous waste refer to the RCRA guidelines to determine which regulations apply to them (refer to 40 CFR 266.104).
