Standards for the Control of Metals Emissions

The RCRA regulations control both carcinogenic and non-carcinogenic metals that are released during the combustion of hazardous wastes. As we mentioned earlier, metals emissions are regulated under a tiered system.

An owner or operator of a facility may select the appropriate tier for each metal pollutant that they handle. As you may recall, each tier represents a different approach for monitoring metal emissions, as follows:

  • Tier I monitoring - The feed rate of metals is limited.
  • Tier II monitoring - The stack emissions of metals are limited.
  • Tier III monitoring - The risks that metals pose to the surrounding environment are limited.

The facility is required to meet the feed rate and metal emission standards for the tiers that they select in order to remain in compliance with the RCRA regulations. The standards for the control of metals emissions can be found in the 40 CFR 266.106.
