Standards for the Control of Particulate Matter

One byproduct of combustion is particulate matter, which is also referred to as fly ash. The particles in fly ash are usually not toxic, except when toxic metals or toxic organic compounds are attached to them. Nevertheless, if a person inhales these particles, they may cause respiratory damage. If these particles are released into the environment, they can cause ecological harm or enter the food chain. For these reasons, RCRA regulates the particulate matter that is produced during combustion. A BIF unit may not emit more than 180 milligrams per dry standard cubic meter of particulate matter. This equates to 0.08 grains per dry standard cubic foot.

The standards to control particulate matter can be found in the RCRA regulations 40 CFR 266.105. Some owners and operators may qualify for the low-risk waste exemption if they meet the requirement set forth in 40 CFR 266.109(b).
