Briefing Agency Requirements

Attachment 21 describes briefing agency requirements and what hazardous material information must be provided in writing to the aircraft commander or designated representative, according to 1.2.9.

The information includes:

  • The identification number, PSN, hazard class, and PG for each hazardous material aboard the aircraft (as prescribed in this manual).
  • The total quantity of hazardous materials in weight or volume.
  • Where the hazardous items are located in the aircraft.
  • Net Explosive Weight (NEW) of explosives in Class 1.1, 1.2, and 1.3 (or of Class 1.4, 1.5, and 1.6 when required).
  • Requirements for escorts, couriers and protective equipment.
  • The number of passengers permitted aboard the aircraft.
  • Emergency procedures to use (identified in Key 19 of the Shipper's Declaration for Dangerous Goods).
  • Use of DOT-SP-7573 and SP-9532 and provide a copy of these special permits, as applicable to the AMC contract air carriers.
  • Transport of incompatible explosives and other hazmat approved according to paragraph 2.3.2; provide a copy of the compatibility waiver to aircrew command (or designated representative).

The briefing agency must include two notification statements on the hazardous cargo manifest: one air terminal inspection certification statement and one aircrew briefing certification statement. See A21.3 for specific wording.
