Combination Packagings
With combination packagings, inner packagings must be packed, secured, and cushioned to prevent breakage or leakage, and to control movement within the outer container.
If contents are partially removed from an inner packaging, fill the voids to ensure a tight pack. Cushioning material must not react dangerously with the contents of the inner packagings. See Attachment 20 for absorbent cushioning requirements.
If inner packagings are not required, the packaging paragraph will state that inner packagings are not necessary.
A package or container must be of sufficient size so that there is adequate space to place all markings and labels on it, as required by this manual (Attachments 14 and 15). If there is not enough space, you can use an overpack to provide adequate space.
