Contract Air Carriers
Attachment 23 describes the use of contract air carriers. Contract air carriers, approved by HQ Air Mobility Command (HQ AMC) can be used to airlift military hazardous materials. This is authorized according to the DOT special permits DOT-SP 7573 and 9232; GDSS 4500.9-R, Part III; 49 CFR, 173.7(a); and this manual.
Under DOT-SP 7573, this authorizes the DOD to transport hazardous materials via AMC commercial contract aircraft according to the listed conditions in A23.2. Shipping papers (cargo manifest) must be marked or stamped "DOT-SP 7573 Applies". Hazardous material shipments must be in complete compliance with this manual, and segregation compatibility requirements of Table A18.1 and A18.2 are met. All requirements of the permit must be met also.
Comply with DOT-SP 9232 and this manual. Refer to A23.3 for details, including information on special provisions for cargo aircraft and passenger aircraft.
Under DOT-SP 9232, the following special provisions apply for cargo aircraft:
- Comply with DOT-SP 7573 and A23.2 (with the exception of stamping or marking shipping papers, the cargo manifest, with "DOT-SP 7573 Applies"). Use "DOT-SP 9232 Applies" instead.
- Based on operational requirements, segregation requirements listed in A18.4 may be used.
- Do not remove hazardous materials from required packaging and place it in equipment, vehicle racks, or containers.
Under DOT-SP 9232, for passenger aircraft the following special provisions apply:
- Package and certify hazardous materials shipped as cargo according to this manual.
- Stamp or mark shipping papers (cargo manifest) as "DOT-SP 9232 Applies".
- Individual issue hazardous materials may only be removed from outer packaging when needed to meet operational requirements (A23.3.2.3).
- Load hazardous materials only in the cargo compartment. Hazardous materials (including small arms ammunition) are not authorized in the passenger compartment.
- Do not remove hazardous materials from required packaging and place it in equipment, vehicle racks, or containers.
A23.4 describes the use of passenger-carrying aircraft in transporting hazardous materials cargo.
