Design & Construction Materials

All container's design and construction materials must not react with, or be decomposed by, the hazardous materials they will hold. See A3.1.3 for more information on plastic packaging.

For hazardous liquids packaged in outer packagings that are not liquid tight, leak containment must be provided. Use a leak-proof liner, plastic bag, or other equally efficient method of containment. However, overpacks used only for air shipment consolidation are not included in this requirement. See A3.1.4 for more details about leak containment general requirements.

When filling containers designed to hold liquid hazardous materials, do not entirely fill them. Leave sufficient interior space (called outage or ullage) to prevent leakage or distortion of the containers due to temperature changes that could result during transportation, storage, and handling.

For flammable liquids and other volatile liquids that are capable of expanding significantly, you must leave a minimum outage of at least 2 percent at 54° C (130° F).
