DOT Special Permits

DOT special permits provide the authority to deviate from the requirements of 49 CFR 100-199. Special permits can be used as authority for shipment by military controlled air movement, if applicable. All requirements of the permit must be followed.

The shipping activity must provide a copy of the permit for each shipment. If the permit's approval date is expired but a renewal has been applied for, a copy of the DOT timely filing continuation of use letter must be included. If the letter is not available then the statement "Renewal Requested, Current Special Permit Still Valid" must be placed on the permit after verifying the renewal request with the Service focal point.

The permit must accompany the cargo in the Defense Transportation System, and a copy must be maintained at each facility where it is used in connection with the transportation of hazardous material.

DOT packaging special permits cannot be used for international shipments unless the item is exempted from UN specification requirements (see A3.1.1.1).

Requests for new exemptions or copies of existing exemptions must be forwarded according to the Defense Transportation Requirements Volume II.

DOT Exemptions can be used until their expiration date. If renewed, they will be replaced by DOT Special Permits.
