Packaging Waiver for Shipper
A shipper must obtain a packaging waiver for any hazardous item or packaging that is not authorized in Attachments 5 through 13. Do not jeopardize safety for convenience or ease of operation.
You must submit the waiver request to your Service focal point (listed in paragraph 1.2.2), via letter, message, or telephone. Waivers requested by telephone must be confirmed with a letter or a message. Make sure that the letter or message is received before issuing the waiver.
The DOD does not have the authority to issue packaging waivers to UN specification requirements for items that at any time will move outside modes of transportation controlled by the military.
