Driver (CDL) - Attendance Requirements for Cargo Tanks
The person who is loading and unloading a cargo tank is responsible for ensuring that the cargo tank is attended to at all times. The attending carrier must be qualified, alert, and within 7.62 m (25 ft) of the cargo tank at all times. A person is qualified to attend a vehicle if he or she has been made aware of the nature of the hazardous material to be loaded or unloaded, has been instructed on the procedures to be followed in case of emergencies, and has the means and is authorized to move the cargo tank.
A carrier's responsibility to ensure attendance when unloading ceases when the obligation for transporting materials is fulfilled, the cargo tank is placed under the consignee's premises, and the motive power is removed from the cargo tank and from the premises.
