Driver (CDL) - HMR
Title 49, Code of Federal Regulations (CFR), Parts 100 through 185, govern the transportation of hazardous materials. The Hazardous Materials Regulations (HMR) are found in Parts 171 through 180. The HMR set forth standards for classification, packaging, hazard communication, emergency response information, training of HAZMAT employees, transportation, incident reporting, and security. Everyone involved in the transportation of hazardous materials must be familiar with, and have current knowledge of, the HMR.
The requirements for the transportation of HAZMAT by private, common, and contract motor carriers are found in Part 177, Carriage by Highway of the HMR and the Federal Motor Carrier Safety Regulations (FMCSR), Parts 300-399. Requirements of Part 177 are in addition to requirements found in Parts 171, 172, 173, 178, and 180 of the HMR.
Let us now review the HMR and its regulations regarding road transport before learning more about the FMCSR.
