Driver (CDL) - Loading and Unloading Class 3 Flammable and Combustible Liquids
Do not load or unload Class 3 materials from any cargo tank motor vehicle while the engine is running, unless the engine is being used for the operation of a pump. However, the diesel engine may be left running during loading or unloading of these materials if the ambient atmospheric temperature is at or below -12°C (10°F).
To prevent possible static charges prior to and during transport of Class 3 materials between non-metallic containers, metallic bonds or ground conductors shall be provided. If a cargo tank is loaded through an open filling hole it must be bonded and grounded. A cargo tank does not have to be bonded and grounded:
- When a cargo tank is loaded or unloaded through a vapor-tight connection
- When a cargo tank is loaded and unloaded through a non-vapor tight connection into a stationary tank, provided the metallic connection is in contact with the filling hole
When unloading combustible liquids within a cargo tank, the qualified attending carrier must remain within 45.72 m (150 ft) of the cargo tank and 7.62 m (25 ft) of the delivery hose, and must monitor both the cargo tank and the receiving container at least once every five minutes.
