En Route Security

HAZMAT is most vulnerable when in transit. Shippers and carriers should work together to assure the security of HAZMAT shipments from origin to destination. Transportation security is a shared function of everyone involved. Consider the following measures and recommendations:

  • Assess the security of the transportation mode or combination of modes available.
  • Identify preferred and alternative routes. Consider the shortest route. Attempt to avoid high population areas, including downtown areas. Avoid tunnels and bridges when possible.
  • Minimize stops en route. If you must stop, select locations with adequate lighting on well-traveled roads. Be aware of your surroundings, and check the vehicle after each stop.
  • Know your customer. Check carrier safety ratings, assessments, surveys, and audits.
  • Verify the carrier's hiring process and training program. Verify the identity of the carrier or driver prior to loading and delivery.
  • Consider using multiple drivers to minimize stops during the trip. Avoid layovers when transporting high-hazard materials.

Here are some additional en route security measures:

  • Consider whether a guard or escort is necessary.
  • Establish a procedure for tracking shipments.
  • Establish a communication system with transport vehicles and operators. Provide operators with a 24-hour contact number.
  • Watch what you say. Do not talk about the cargo on radio systems or with strangers.
  • Report suspicious activity.
  • Secure your rig. Install tamper-proof seals on all valves, packages, and container openings.
  • Report any delays.
  • Complete a pre-trip inspection.
