How to Use the HMT
The first step in using the HMR is to identify the material in the HMT. There is a six step process you can use to make sure that you are complying with the HMR.
Step 1: Identify the material by checking:
- The proper shipping name (Column 2)
- The hazard class or division (Column 3)
- The identification number (Column 4)
- The packing group, if any (Column 5)
You must also check Appendix A to verify if the hazardous material is also a hazardous substance and Appendix B to verify if the hazardous material is also a marine pollutant.
Step 2: Check the symbols listed in Column 1, and determine if any restrictions apply.
Step 3: Determine the packaging requirements by:
- Checking for special provisions (Column 7)
- Determining authorized packaging (Columns 8A, 8B, and 8C)
Step 4: Label the package or packages for the selected material by determining the required hazard warning label or labels (Column 6). In addition, mark the package and determine if there are placarding requirements by checking §172.300 and 172.500, respectively.
Step 5: If transporting by air or rail, determine the packaging limitations (Columns 9A and 9B).
Step 6: If transporting by water, determine the vessel stowage requirements (Columns 10A and 10B).
Once you have determined compliance by using the HMT, you should also check the following sections for any additional requirements:
- 172.204 - Shipper's certification
- 172.301 and 172.302 - Package marking
- 172.402 - Additional labeling
- 172.504 - Placarding
- 172.602 and 172.604 - Emergency response information and telephone number
