Package Inspections
The initial carrier and the DOT and its designated agencies are authorized to inspect hazardous materials packages for HMR compliance. They may inspect for methods of manufacture, packing, closure, and storage of hazardous materials that affect safety in transportation.
During the inspection process, the inspector will make observations on the processes and procedures in place; the testing and manufacturing equipment used, as necessary; and the packaging, marking, labeling, training, registration, and security plans.
After all the information has been gathered, the inspector will provide a field report with the findings and the present those findings during an exit interview. The inspector will then prepare a final inspection report, which will detail the results of the inspection and any required actions.
If the inspection finds non-compliance with the HMR, the Office of Hazardous Materials Safety (OHMS) may take one of the following actions:
- Warning letter
- Ticket for non-compliance
- Civil penalty
- Criminal penalty
