Security Plan Elements

At a minimum, the security plan must address the following:

  • Personnel security
  • Unauthorized access
  • En route security

The plan must be in writing, and copies must be made available to all employees responsible for its implementation and based on their job duties and security clearance. A copy must be made available, upon request, to authorized officials of the DOT.

The plan must be reviewed at least annually, and revised and updated as necessary to reflect changing circumstances. When the plan is revised, relevant employees must be notified and provided with updated copies.

The plan must outline specific duties for each department or position responsible for implementing the plan, and training must be provided for HAZMAT employees. The plan must also address a security threat assessment for HAZMAT in transportation and storage incidental to transportation.
