Training Programs
There is no CFR-, HMR-, or DOT-prescribed training material, program, or test. Employers must determine a trainer's qualifications and develop and training test based on the employer's needs. DOT does not approve, endorse, or certify any training programs. It is the responsibility of the employer to certify that the HAZMAT employee has been trained and tested. Testing can be accomplished through a written test, a verbal test, a performance test, or a combination.
In order to develop a training program, employers should:
- Determine who your HAZMAT employees are and what their needs are
- Assess training options
- Develop a safety culture
- Designate a training coordinator
- Implement a planning process
- Implement a recordkeeping process
- Understand the training curriculum
A good training program can:
- Develop a strong safety culture

- Increase employees skills
- Aid in ensuring safe and secure shipments
- Reduce likelihood of catastrophic events
