Exceptions for Smaller Cells
The DOT revised the regulations for shipping lithium batteries in 2014, granting exceptions for smaller sizes of lithium batteries. To determine if smaller lithium batteries are eligible for exceptions, you must determine if the batteries meet the required size restrictions. While the size of lithium ion batteries were once measured by equivalent lithium content (ELC), they are now measured in watt-hours (Wh). Grams are still used as a standard measure.
When shipping by air packages that are considered excepted "small" lithium ion batteries are required to be offered separately from all other cargo and must not be pre-loaded into a Unit Load Device.
