Railroad - Flatcars

Transport vehicles and freight cars must be designed and loaded so that their integrity does not become damaged under normal conditions of transportation. Each unit must be secured on a flatcar so that it cannot permanently change position during transit.

Except as provided in §173.21, a truck body, trailer, or freight container equipped with heating or refrigerant equipment that has fuel or any other HAZMAT may be loaded in a secure manner on a flatcar as part of a joint rail highway movement.
