Cargo Acceptance - Forbidden Exempted

Certain dangerous goods that are considered too dangerous for air transport may, under exceptional circumstances, be granted an exemption by the States concerned. Acceptance of dangerous goods offered under State exemption is at the discretion of the operator. The State's competent authority must follow the acceptable quantities per package and acceptable packagings provided by the ICAO Technical Instructions for any substances permitted under exemption. The Government Exemption Document is found in DGR 1.2.6.

The following types of dangerous goods are forbidden unless exempted by the States:

  • Radioactive material that is in vented type B(M) packages, in packages requiring external cooling, in packages subject to operational controls during transport, or that is explosive for a pyrophoric liquid
  • Infected live animals
  • Liquids with a vapor inhalation toxicity that requires Packing Group 1 packaging (High Danger)
  • Substances in a liquid state at temperatures equal to or exceeding 100° C (212° F), or in a solid state at temperatures equal to or exceeding 240° C (464° F)
  • Any other article or substance designated as forbidden by the appropriate national authority
