Cargo Acceptance - Variations

States and operators may submit variations to the DGR. For instance, some States and operators may not permit certain types of dangerous goods or certain packagings. State variations are listed in DGR 2.8.2, and operator variations are listed in DGR 2.8.4.

State Variations

When State variations are more restrictive than the DGR, they apply to the transport of dangerous goods by air:

  • To, from, or through all territory subject to the sovereignty of the notifying State by all operators
  • Outside the territory of the notifying State to all operators for whom the notifying State is the State of the operator

When State variations are less restrictive than the DGR, the variations are listed for informational purposes only. They may only be applied within the territory of the notifying State of the operator.

Operator Variations

Operator variations cannot be less restrictive than the DGR.

When operators submit variations, they must not include restrictions that are purely operational in nature, must not repeat existing DGR provisions, and must have an impact on the shipper's ability to have the particular dangerous goods accepted for transport.
