IATA Cabin Crew & Passenger Security - Dangerous Goods in Carry On

Passengers or crew must not carry dangerous goods as checked baggage, carry-on baggage, or on their person, except as listed in DGR 2.3 and shown in Table 2.3.A. Some dangerous goods are permitted in controlled quantities, but may be restricted to baggage or carry-on items and subject to certain controls.

There are also items used in a business setting or for personal reasons that are forbidden for carriage by passengers or crew members. These include:

  • Security type equipment, such as attaché cases, cash boxes, and other similar items that contain pyrotechnical material or lithium batteries
  • Disabling and irritant devices such as mace, pepper spray, and other similar items
  • Personal medical oxygen devices that utilize liquid oxygen
  • Electro-shock weapons (such as Tasers) containing compressed gases, lithium batteries, and other similar items
  • Matches or cigarette lighters

Some dangerous goods that are not permitted as carry-on or checked baggage may be shipped as cargo. Dangerous goods acceptance personnel must be certified and familiar with the regulations to competently inspect the baggage and verify accompanying documentation. Staff must notify the pilot-in-command in writing about where the goods are stored on the aircraft and that the packages are free from any damage or leakage.
