IATA Cabin Crew & Passenger Security - Dangerous Goods Permitted in Baggage Group 1
Items that require approval of the operator and are permitted as checked baggage only include the following:
Ammunition (cartridges for weapons) must be in quantities not exceeding 5 kg gross weight per person for that person's own use. Allowances for more than one person must not be combined into one or more packages. This excludes ammunition with explosive or incendiary projectiles.
Wheelchairs or other battery-powered mobility aids containing non-spillable, spillable, or lithium batteries are used by passengers whose mobility is restricted by a disability, health, age, or a temporary mobility problem. Passengers must make advance arrangements with the operator. The pilot-in-command must be informed of the location of a wheelchair or mobility aid with an installed battery or the location of the packed battery.
Wheelchairs or other battery-powered mobility aids (non-spillable battery) must be loaded with the battery terminal insulated to prevent accidental short circuits. This may be accomplished by enclosing the battery in a battery container.
The operator must ensure that the device is transported in such a manner to prevent unintentional operation and to protect the device from being damaged by the movement of baggage, mail, or cargo.
Wheelchairs or other battery-powered mobility aids (spillable battery) are permitted as long as they meet the following conditions:
- If the device can be loaded, stowed, secured, and unloaded in an upright position, the battery can remain installed. The operator must ensure that the battery terminals are protected from short circuits, the battery is securely attached to the wheelchair or mobility aid, and it is protected from being damaged by moving cargo. Electrical circuits must also be inhibited.
- If the device cannot be loaded, stowed, secured, and unloaded in an upright position, the battery must be removed and the wheelchair or mobility aid checked as baggage without further restrictions. In order to check the battery, it must be carried in strong, rigid packaging that is leak-tight, secured in the cargo compartment, and protected against short circuits. In addition, the packaging must be marked "BATTERY, WET, WITH WHEELCHAIR" and labeled with a corrosive label and package orientation label.
Camping stoves and fuel containers that have contained a flammable liquid fuel may be carried provided the fuel tank of the camping stove or fuel container has been completely drained of all fuel liquid and action has been taken to nullify the danger.
Proper draining methods and further regulations may be found in DGR 2.3.2.5
Security-type equipment such as attaché cases, cash boxes, cash bags, and other similar items that contain lithium batteries or pyrotechnic materials must comply with the following:
- Equipment must be equipped to effectively prevent accidental activation.
- If the equipment contains explosive or pyrotechnic substance, it must be excluded from Class 1 in DGR 3.1.7. The appropriate national authority retains the right to approve transport of articles and substances for this class for special purposes under special conditions.
- If the equipment contains lithium cells or batteries, lithium content cannot exceed more than 1 g in lithium metal cells, no more than 2g in lithium metal batteries, no more than 100 Wh for lithium ion batteries, and the watt-hour rating cannot be more than 20Wh in lithium ion cells. Each cell or battery must meet the requirements of each test in the UN Manual of Tests and Criteria, Part III, subsection 38.3.
- Equipment containing gases to expel dye or ink, gas cartridges and receptacles only, are small and contain gas that does not exceed 50mL, or contain no constituents subject to the DGR other than Division 2.2 gas, are allowed.
- Equipment that is defective or that has been damaged is forbidden for transport.
