Security measures must be in place to minimize the potential for theft or misuse of dangerous goods that could endanger people or property. Operators and shippers of high consequence dangerous goods should adopt and implement a security plan. High consequence dangerous goods are those that have the potential for misuse in a terrorist incident and that could produce serious consequences, such as mass destruction. Employees should be made aware of the security plans in effect and their individual responsibilities with regard to those plans.
