Variations

States and operators may submit variations to the DGR. For instance, some States and operators may not permit certain types of dangerous goods or certain packaging. State variations are listed in DGR 2.8.2, and operator variations are listed in DGR 2.8.4.

State variations apply to the State of origin, the State or States of transit, the State of destination, and the State of the operator. When State variations are less restrictive than the DGR, the variations are listed for informational purposes only. They may only be applied within the territory of the notifying State of the operator.

Operator variations must be more restrictive than the DGR. When operators submit variations, they must not include restrictions that are purely operational in nature, must not repeat existing DGR provisions, and must have an impact on the shipper's ability to have the particular dangerous goods accepted for transport.

Shippers are responsible for complying with State and operator variations. Freight forwarder and operator acceptance staff must ensure that any dangerous goods being processed comply with the State and operator variations. Variations are listed on the Air Waybill.
